Lost Nutcracker in Shinjuku

This lonely toy figure was found laying on the floor of the Tokyo Metropolitan Government Office in Shinjuku, Japan during a 2003 trip. It seems to be a Nutcracker, but why was it left behind? Perhaps it was too small to notice, but now it's been found and given a new home.
